He said: "At a time when it's being reported that the average disposable income is falling by 15 per cent because of fuel, energy and food price rises, for one person to get a 20 per cent net rise in their pay - it's outrageous.
"Presumably the argument is that this is the way of engaging and motivating - to pay a high salary.
"What do you think it tells the rest of council staff when they are told the only way to be motivated is to take a pay cut?"
He was also scathing about the revelation that Mr Reeves will get a £32,000 "retention bonus" for staying in his present job at Bedfordshire County Council until it is disbanded on March 31.
Cllr Nellist said: "Again, these arrangements are not unexpected because the establishment - whether it be multi-millionaire City people or the top layers of any organisations, even public sector organisations - look after each other."
